In the attached game the CW has taken a combined action. I want to move the Dutch submarine in Rotterdam to the Baltic. The game will not allow it, and says that I don't have enough movement or range. I am using in the presence of the enemy. Nevertheless, the sub has five movement points and a range of two, so it should be able to move into the Baltic. Is it blocked because there is a German unit in Copenhagen? Or is this a bug?

You cannot enter the Baltic with any surface naval units or subs when the Axis controls Kiel and Copenhagen. Check Naval Movement restrictions in the rules.
