I still have armaments and men left after normal replacements but the divisions and tank brigades aren't getting filled up.
Refit is on for new troops. How do I fill them?

What do you lack ?

I don't know how to check but there's a lot of unused armaments and men.

The Soviet production system cannot magically produce an infinite amount of the specific items needed in one turn. If to much of something is needed, the production system will produce what it can and catch up eventually.

It is quite normal that the Red Army is not perfectly equipped in september of 1941.

You should also have a look at you MaxTOE settings in your commander's report. Using that, you can somewhat control where the resources you do have are to go.

So I just have to wait with the millions of rifles and men without them lying around? Nice! Like I didn't have other problems.

Several factors may explain what you are seeing :

- First, troops on refit do not refit perfectly if they are too close to the ennemy (At least 10 hex).
- Whatever the equipment storage, reaching over 80% TOE is quite slow.
- Tanks are produced individually, not with armement points. It is common to lack tanks in 1941, especially light tanks.
- Heavy equipment, such as artillery, have a production limit each turn, so even if you have tons of armement, you may not be able to produce the replacement as fast as you hope.

But what's up with infantry or cavalry squads not reaching their divisions?

Too close to ennemy, not in refit, above 80%, fail leadership admin check whatever. Choose your poison.

Paperwork and bureaucracy will never perfectly fill your divisions.

In the picture you displayed, 1047 rifle squad 1941 are wanted by your divisions, 1045 were added to your divisions.

Not so bad. I'am not sûre to see the problem. Are you sûre you did not let TOE of some divisions to 20%. (Returning units after destruction are set to 20%).

Alright, the 10 hex limit is new to me. I'll start counting next turn.

Cav squads have a hard built limit of 200 per phase so it will take some turn to fill-out Cav units.
