Smart legal use of USA but imbalances game

My opponent is using 4 USA naval transports in 1940 and 1941 as naval scouts before USA has entered the war.
They can see my ships and shore units and they pass German ships with impunity.
This has resulted in very imbalanced play in the Atlantic, North Sea, French coast, and the Med.

This is a smart legal move as far as the game goes so I am continuing to play game without complaint.

However, in the next game release this type of game play should be outlawed or at least made very painful.

Wow, that is pretty sneaky.

Something should be done to restrict this until the US enters the war.

Previous SC games did have a mechanic to stop this. Perhaps it could be implemented again.

Agreed.

I'll have a think about a Mobilization penalty if there are 2 or more US naval units, including transports, in the Atlantic or elsewhere on the map before they enter the war.

They do receive one Destroyer by script before they enter the war so that they can be of limited nuisance value to German U-Boats, just as they did in real life, but anything more would be penalized.
