Damaged Oilers Acting Funny

I'm moving 2 heavily damaged AO's from Townsville back to Noumea to ship to Pearl. I put them in a Transport TF with 2 DDs for escort. Next turn, the TF converts to a Replenishment TF, and the DD's break off into their own TF headed for Noumea. I've tried a few different ideas to give the AO's some escort, but in every instance, the DD's break off from the AO's.
I understand about damaged ships breaking off from the main TF, that's not my issue. They at least keep one DD with them when they do it. I can't even make that happen.
What gives?

I had the same problem with a CA and DD TF. I had a CA with some SYS damage, 30% ?, and I split it off myself with a DD as escort. The next turn I had two TFs, one with a single CA and one with a single DD. Noone could tell me why it happened.

Since it is not a wounded CV, the DD's are laughing and running off to do better things with their time.
This is obviously the split damaged ship from TF rule kicking in ... since it is not a CV, the game will not split off a DD for escort duties.
I presume in both cases, the ship was hurt and still taking damage (fire/flood > 0) so when damage increased, rule kicked the ship out ... Never seen this happen with ships that were not taking new damage (aka the ship had been in port until fire/flood = 0)

Both AO's are 60 sys and 0 flt/fire. I can't even get ONE DD to stay with them. The AO's will stay together, but the DD's split. I've tried every combination I can think of, and I've been playing this since it came out 9 months ago.
I THOUGHT I'd seen it all, but this is kinda maddening. Not a big thing, but AO/TK's always did act funny.
Remember when AO/TK Continuous Supply (CS:) TF's would stall 3 hexes out of a base?

My CA had only SYS damage, no Flotation damage or fires. I tried three times putting them together and every time they split the next turn.

My take is that it is a matter of relative speed - once a ship is damaged it will only stay with another ship that is going roughly the same speed. A similar thing used to happen in Pacwar, but when the speed differences were greater.

I've done some further reading, and it looks like the separation rule only applies to CV's and BB's.
Wondering how it can be though that I can have DD's escort my heavily damaged AP's and AK's but not AO/TK's...
