will there be full desert war campaigns ? and some hypothetical scenarios ? like optional Operation Herkules on/off ( better axis supply ) etc ?

No full campaign for the reasons stated. Can't say about what-if scenarios being included but an editor is planned as you can see in post #31 at the top of page 2 in the same thread.
