....Runs very slowly...like mud. It takes about 5 or 6 seconds to scroll the screen using the mouse or the arrows? OS is Windows 10 and I have no idea how to fix this? Has anyone else experienced this?

never tried "Pacific War: The Matrix Edition" on Windows 10.. [:(]
but on my old systems - with Windows 7 and Windows 8 respectively - it run very smooth with simply a DOS emulator

I cannot offer any insight. I run WITP on two computers that run XP. I just launched it on my Windows 10 box, dedicated for use for Matrix Games (as WITE constantly unexpectedly quits on the desktop XP). The loading the opening screens takes about 45 seconds, much longer than on the XP. Also the right 1/4 and bottom 1/4 of the game screens (initial Organizing Files, Preferences, Options, etc) are cropped off the monitor and cannot be scrolled to. Changing monitor resolution has no impact. I loaded the campaign sceanrio but gave up after a minute.
So I think program may not run effectively on Windows 10. WITP is a 2004 game.

Pacific War: The Matrix Edition has been released by Matrix Games on 2nd February 2003.
but the original Gary Grigsby's Pacific War edition from SSI has been released back in 1992.

My mistake, I was thinking WITP, not PCW. I run PCW on Windows XP as XP runs DOS inherently. One of the reasons I stuck with XP (and scores of XP compatable programs I will not repurchase). You may have to use DOSBox emulator (free).

What kind of DOS emulator are you using? If it's DOSBox, there's a command to speed up the number of CPU cycles.

I am using DOSBox .74 with DosShell 1.7 'frontend' to run these old games, including 'War in Russia', 'Pacific War' and the earlier 'Western Front' in Windows 7 and Windows 10, no problems with speed, all works normally. [:)]
https://sourceforge.net/projects/dosbox/
What DOSBox can do is slow the system down to match the old games, which might otherwise process too fast in modern faster computers, but speed is adjustable, here is a DOSBox Manual excerpt on speeding up.
Graphics emulation (speed up)
VGA emulation is a demanding part of DOSBox in terms of actual CPU usage.
Increase the number of frames skipped (in increments of one) by pressing
CTRL-F8. Your CPU usage should decrease when using a fixed cycle setting,
and you will be able to increase cycles with CTRL-F12.
You can repeat this until the game runs fast enough for you.
Please note that this is a trade-off: you lose in fluidity of video what
you gain in speed.
However, using DosShell I have never had to make any speed adjustments.
