Britain has been conquered for a while. I have garrisons wherever partisans would be. But all its towns stay at supply 3.

Is there a reason for this, or something I need to do so they recuperate?

They all stay at 3 until the UK surrenders. So, usually for the most part, 3 is as good as they get. Ports will go to 5, but that will still only get you 8.

If you need higher supply then having at least one HQ in the UK will be necessary, maybe more if a US led invasion is coming your way.
