Minor Tool tip issue... Royalist Ruthven Drunk

HI again
Clean install and then 1.03.
Royalist Leader 'Ruthven' Grand Campaign... Tool tip over 'Drunk' gives ABI_NAM_DRUNK(Level 1) and ABI_TXT_DRUNK.
Characteristic seems to work as he has lower Command points. (8)
