Minor display issue with tool tip Number of men...

Minor issue since this doesn't effect game play. During mouse hover over unit power/ nato symbol the number of men doesn't display with units consisting of only one element(when there is no need for left window pop up).
Multiple elements (when left window pop up opens)the number of men displays correctly.
