Does this rulevar work the way I think it does? It says, "1 supply point costs 'X' production points (for calculation of upgrade cost) = 3." I changed the '3' to '20'. When I played the game, the supply cost remained '3'. Shouldn't it by 20?

I don't know what the part in parentheses means. Maybe that's why my adjustment doesn't stick?

I think it means something along the lines of, when you upgrade a unit, the cost will be this number times the number in the Subformation type. Changing it from 3 to 20 would not cause the cost of supplies to go up.

Making the cost of supplies go up is something you could do in the Items submenu. There you find the supplies (probably more than one of them if this is a stock scenario), and change them to the new value you had in mind. Remember to multiply all of them to the same value.
