position of hq (new player)

I think I am correct in saying
For supply purposes the immediate HQ should be placed as close to a rail head as possible as long as it is no more than 5 hexes and 20MP away from the unit. The position of Higher Hq in the command structure does not affect supply
For combat, admin, movement and moral the best option is to get all hq in the chain of command as close to the unit as possible
Am I right ??? are you better off having the immediate hq as close as possible or is it better off 5 hexes away so closer to railhead
THANK YOU

All correct EXCEPT
-morale does not need to have the HQ near, there is no distance penalty, it can be anywhere
-1st level HQ (usually corps in Axis) does not need to be near for any ratings
Also there is some granularity in the distance factor because of rounding down in the formulas, so a 4th level HQ (i.e. OKH) would see ratings improve going 4 hexes away to 3 hexes, but no change going 3 hexes away to 2 hexes away

For the best ratings checks you would want the 2nd level HQ (e.g. army) no more than 1 hex away, 3rd level (e.g. army group) no more than 2 hexes away etc. However the further away the HQs are from supply the more you need trucks to supply all the organic staff you have in the HQs. If getting the best ratings checks is critical, keep them near the units. If not, there is no harm conserving trucks by moving HQs less and keeping them nearer supply.
Note for HQs above the first level there is no special significance of 5 hexes (except for lending construction units for fortification).

Is there a place in the manual where that distance factor is explained? I must admit the last time I looked into the manual is a couple years ago but I did not remember that the distance had an impact on rolls as long as the HQ was close enough (e.g. 5 hex for corps hq).

11.3.2 in the manual
As I understand it the 1st level ratings checks (usually corps) will be the same whether 1 hex away, 5 hexes away, 6 hexes away or indeed 100 hexes. Counterintuitive certainly. I have my doubts although now agree and these can be read at
tm.asp?m=4289583
5 hexes is significant for supply and for committing SUs, but not for ratings checks.
Given that, perhaps, 1st level air HQs do not supply airbases now it seems their placement only matters if they have flak SUs
