I want create New Poll for vote. But, this is inpossible, inactive for me. Why?

You have not provided enough details. Was your poll a simple text posting in the main forum or was there some kind of active buttons type of programming?
You are limited to text and pictures only by forum software, AFAIK.

You can't. I don't recall there being a time when you could, but I never paid attention TBH
