Possible Bug

The General Rule seems to be that while Italy is neutral:
1. If an Italian naval unit moves adjacent to an Allied port that contains a naval unit a yellow circle briefly circles the port so the Axis Player knows that the port contains an Allied naval unit, but the naval unit itself is not displayed. So all the Axis Player learns is that a port is occupied, but not what Allied naval unit is doing the occupying. Vice Versa for Allied naval units moving adjacent to an Italian port that contains a naval unit.
2. Italian Naval units moving adjacent to a coastal hex containing an Allied ground or air unit see nothing and vice versa for Allied Naval units moving adjacent to a coastal hex containing Italian ground or air units.
However, the exception to this is Egypt where, for some reason, Italian naval units can see Allied ships in port and Allied ground units on adjacent coastal hexes. Is this a bug or WAD? If WAD can someone explain the rationale?
