Russian MPs staying at 45

playing a PBEM game at turn April 1940. Version 1.09.08 Beta. Seems like Russia has stayed at 45 Mps since start. Just took -50 for Russian winter giving me -50 MP which added on to the 26 says I earned left me with a plus 21. Isa plus 26 the correct MPS for early 1940?

Russian income depends on their war readiness, reflected in their Allied leaning. Some DEs are influencing their war readiness, like banning the communists in french army, or a successfull Anglo-French expedition supporting Finnland in Winterwar.
My last opponent in PbEM this way collected 413 MPP with the SU, from beginning of the war until march 13 1941. If your opponent avoided unnecessary DoWs to keep russian and american war readiness down, such a low income is possible.
Otherwise it`s a bug maybe.
