When editing Battlegroups I added several additional ones because the GUI seemed to indicate that it could hold more, but I got a CTD.

So my question is, can you only have 64 BG's? and how many per side, min-max?

Max 64 BGs. In fact you should get an error if you try to add more than that to BGroups.txt. From memory, I don't recall a max/min per side but there may be UI issues in the scenario editor if you try something like 1 Allied and 63 Axis BGs.
