strange MPP with Russia

running 1.09.09 as Allies. Turn is March 1941 before and after USSR got 40+ MPPs but on this turn got only 4???. Allies and Germans have done all the standard things.
Has the USSR had any Decision Events that have cost MPPs?
Otherwise this could only be due to a significant drop in the USSR's Mobilization level. You can check this in the Reports -> Graphs. If it is the case then I would imagine Axis diplomacy could be the reason, and the Axis' investment in diplomacy can also be seen from the Graphs.
