Boosting Shipping Points- Sealion?

Is there any way to provide a possibility where if the Germans win in Netherlands with multiple days to spare, that they can capture a large part of the Dutch fleet, especially the merchant marine/transport fleet, and that something similar can happen in other Blitzkrieg scenarios as well, so that if they win very quick victories prior to Sealion, they get an additional 20-30 shipping points to start with during Sealion?
