In several AI games and a PBEM I have one squadron of Buffalos that seemingly will not upgrade regardless of HQ assignment and supply level: 67 Squadron (RAF). It is supposed to upgrade to Hurricane IIb's: there are plenty of those in the pool (and it doesn't withdraw until July 45). I've tried reassigning the HQ multiple times to different HQs that are on the map and moving the unit to that HQs hex along with making sure that the supply level is over 20000.

What gives with this unit (seemingly only this unit)?

That might be it - it presently is in a size 4 airfield. However it seems the Dutch can upgrade to Hurricanes and Warhawks in less than size 7's or even 6's (since the biggest airbase in the DEI was (at the time of upgrade) size 5.

If the HQ they are assigned to is within range (2x command radius I think? something like that) then they would be able to upgrade if the base the HQ is at meets the requirements.

Read section 16.2.3 for the rules on aircraft upgrades.

If all else fails, you might consider looking at the unit in the game editor itself, to make sure that particular squadron is allowed upgrades at all?
Sometimes a "glitch" can be something as simple as a "missed keypunch"?

Unfortunately for you I have figured it out.

One does need the the size 7 airfield plus 20000 supplies. Problem is not solved actually since its early in the game and the supply/size problems are not met.

Just build Surabaya up to 7, I will let you.[:D]

Actually, that is not entirely true. In the section I pointed out there is this:

The minimum AF size required for the upgrade can be reduced by the presence of HQs.
If the base’s command HQ is within range, the AF size is reduced by the HQ command radius.
Else if an Air HQ is within range of the base, the AF size is reduced by ½ the command radius
if more than 2 or by one.
The minimum AF size is one.


I have upgraded aircraft at Calcutta early in the game. You just need to move the appropriate HQ in.
