Sov AT Brigades

I don't seem to be getting much bang for my buck with the Soviet Anti-tank Brigades. I score some hits and damage but very few kills (currently in August '42). Even when experience/morale is 50 and with a full TOE. Is it more cost effective to build support AT regiments?
Also, what do I need to do to get promoted from "recruit"?

AXIS tanks are currently invincible.
Some use the AT Brigades on the Finnish Frontier. They are reasonably resilient - take a number of backward steps before they rout.
I tend to create support units whose TOE is sitting in the pool in sufficient numbers, in the hope that they will actually shoot in the general of Berlin.
Recruit - make more posts for a promotion I think....

These brigades (once trained) DO kill tanks during battle phase, but of course they are not magic and the battle phase never do so much damage whatsoever.
You can kill/damage 10/20/30 tanks in a battle with it.
The issue is that they will be more efficient in 1941 against Pz38 and PzII than in 1942 against mostly PzIII and PzIV. (Not saying heavier tanks later).
AT regiment are no different (but with less guns so less damage&kill).
Damage tanks are not so bad, they can still broke at the next logistic phase if repair fail. (And german tanks have reliability issues).
It is more difficult to repair a tank if the unit is in contact with the enemy.
So AT brigades have a use, but since the soviet need troops everywhere and there are better units, it is ok to use them only to repair fortification or hold the finish line in the rear.

Yes, I've read that about version 1.11. But I'm playing version 1.09 so is that still true?

The only 'AXIS' which arn't invincible are those captured off the Soviets...eg crappy old T34s.
