Why do two Tank units at the same tech level have different hard defense?

I've just noticed that I have two different tank units, at the same tech and experience level (zero medals, in this case), reporting different hard defense levels - why is this? Is this just a display error or do they really have different hard defense levels? If so, why? This is under 1.10 (standalone version).

This one is at Supply 9 and has 2 Tank tech, but is only showing 3 hard defense:

Is one located in a town/city? If so this is due to resource defense penalty I would assume.

I don't think so, but I'll check - do such penalties show on a unit's property sheet, then? If so, how come defense bonuses don't?

It would show if the unit was at level 0. The stat sheet shows net values.

Ah, I see. The unit is in a town/city, so I guess that makes sense. I suppose the defensive non-unit specific bonus/mallus from terrain is shown in the property sheet for that terrain, so doesn't need to be shown on the unit property sheet, but a terrain mallus specific to the unit type is shown on the unit's property sheet. Thanks for clarifying. So if that unit moves to non-town/city terrain, it shouldn't get the mallus.

B
