What is this about..this might be double post

I dont see my first post of this so I am doing it again. Sorry if its double.
Attached is a picture of part of the turn that I basically ignore as I dont understand it. Can anyone tell me a bit about what this is for?

Hi IBender. Take a look at 9.5 in the Rules as coded. This is to do with neutrality pacts - and specifically the USSR and Germany (unfortunately the one for Japan and Soviet Union is not coded). The rule is explained there. This is a pretty important form as this allows you to keep a track of the garrison values for the Soviet Union and Germany and you can see if war can be declared (by maintaining an insufficient garrison). Failure to keep a track of this could mean war between those two somewhat earlier that you would have wanted so you really don't want to be ignoring this one [;)]
