Is it supposed to be blank?

I'm thinking maybe it unlocks later or maybe not?

If I remember, there are no Majors at the start of this one, so no Diplo until at least one enters.

Interesting mechanic... are there other caveats attached to this scenario? Is there a guide available?

Somebody familiar with it will have to answer, I only think I remember what I said from seeing it talked about somewhere.
