How do I order bombardment attacks with artillery and/or air units without doing a land attack too?

Just do it as if you would order a regular attack, i.e. select the artillery (or air/naval unit) and right-click on the target. Select ignore losses as your "loss tolerance" for the attack, I'd recommend.
