Polish Ground Strike Surprises the Germans

Looks like the Poles are getting the benefit of surprise when ground striking a German stack on the first allied impulse.

Well the Germans should be surprised that the Poles could fly a plane and attack them [:D]

They are aligned with the CW and the CW has surprised Germany since it's impulse 2. This is likely why, but it is a bug. The rules state you cannot be surprised by a major or minor country you are currently at war with.
