This happened a couple of times, only with saved games.
I selected End Scenario, Play new game and I got this empty scenario list.
Clicking on the default directory button solved it.
No big deal but could bother some new players.

and also have the account login as admin?

After applying the beta patch, it still persists.

Default path.
Admin account.
Straight out of the box install.
