I've used PaintShopPro for years. I like it, and it is much cheaper than Photoshop. Don't know if it has stylus and PAD support, but I'd be surprised if it didn't.

I use Paint.NET v3.5.10, its free. There are later versions, this one may not be available anymore, I have the install on disc. If you look at some of my stuff up close, you can tell that I am a self taught hack, but that is good enough for most of what we do in TOAW [;)]

PaintShopPro. I've used it for years to edit TOAW graphic files and everything else too. I've tried Gimp. Exceedingly clunky. Very user unfriendly. Probably because it's free and they don't worry about competition. Going to try another one called Krita to see how it is. It's free too so I don't hold out much hope.

I have GIMP and PaintShopPro.
Graphics Editors come with a pretty steep learning curve, so yes do shop around a bit before you commit to something, as eventually you want to go quite deep under the hood to do various stuff.
I use GIMP for most tasks given above, it was the first full-scale editor I started to use.
GIMP 2.8 has an option to use it under one "main window", so if the multitude of windows feels confusing there's the option. As for the 2.8 saving files under XCF "raw" format, that's quite handy as many times you want to use advanced features like layers and translucency within the master file, and once happy you just then export to format that maybe does not support them like bitmaps or jpegs.
I have GIMP 2.6 on my disk as well, as it allows for saving under any format, sometimes handy if I want to manipulate one existing file for instance.
PaintShopPro is pretty neat as well, it's got an awesome scripting and batch mode, so if you need to manipulate a large number of files in a similar fashion, like resizing for instance, PSP's your best friend. I am not as deep to PSP as I am to GIMP, but it seems to do some things a bit better and some things a bit worse than GIMP, so at times it's good to have an option.
PSP is very reasonably priced, go for the basic option, the extras won't do you any good for game graphics point of view. GIMP of course is free.
Again, the learning curve is such, that you likely want to try just one or the other. I for one can recommend them both.

another one you should definitly check out or try is
affinity - if i wouldn't use photoshop since day 1 i'd probably be using this software!
Affinity looks really nice too. I need a lot of macros and batch processing, have you used those with Affinity a lot? Anything that you can do with Affinity can be recorded into a macro, can they? And then a batch put together from a set of macros?
There's a free trial, I might want to give this a go... Thanks!

Same here. The latest version can be found online with a Google search and it's still free. It has all the functions you need to mod almost any 2D wargame..

I used PaintShopPro to knit together maps to build a map of the Soviet Union at 2.5km for a Barbarossa scenario. It has a function (straighten tool) that tilts pics however many degrees or fractions of degrees you need. Copied, pasted. Used ODD to apply hex tiles. Couldn't have done it without PSP and it's straighten tool which is also an unstraighten tool. You can see it here:

That's 'stitching' together about 215 maps into more usable larger sections with PSP. I also edited bmp and png files for TOAW. PSP is quite versatile and was a perfect fit for what I do with game files and maps. So I guess I'm kind of partial to PSP. [;)]
