Divisor of Improved Road Mot. Movement bug?

It seems that if I set this to anything but 1, railroads no longer count for supply. In other words, supply attenuates as if the railroad were not there.
I assume that's not WAD??

what patch level and also what battle / campaign are you on etc, thanks

Latest patch, seems to happen with any scenario, but if you need one to look at, see attached quick mod to "France 1940", setting the divisor to 2.
Start it up, make supply visible, check the attenuation along rail lines.
