Suggestion: Investigate and Ignore unit orders

Hey, start the English Jets over Uganda tutorial and launch the 4 Lightnings and the AEW on an AAW Patrol.
As you probably know, the Lightnings will immediately turn to intercept unidentified contacts made by the AEW down in Tanzania... the problem is, ALL of them turn.
How do I make it so that only one flight goes to investigate? As far as I know, it's not possible.
I keep telling one of my flights to "drop target", which I figured would mean "ignore target", but they just keep flying to intercept.
I could set the ROE to "ignore plotted course" or the mission to not investigate contacts, but then they would NEVER investigate contacts.
What I need is a "Unit order" that tells my men to "Investigate target" (fly close enough to ID, without shooting it down) and to "Ignore target".
With these commands, I can set up missions where flights are allowed to investigate, but I can tell them not to, and I can set up missions where flights are not allowed to investigate, but I can tell them to. Instead of everyone doing the same thing.
If anyone in the community can help me create this effect with Mission rules, ROE, and maybe WCS, that would be great.
NOTE that this scenario is somewhat special, since the pilots only have Mk1 Eyeballs to ID the contacts with. In other scenarios with better sensors, this may be less of an issue.
