When I tried to open the Operational Art of War manual TO PRINT.pdf, I get an error from Adobe saying the file is damaged and could not be repaired.

Is it actually broken or is something broken with the file downloaded in the game?

The EBOOK opens fine by the way

And the E-book prints just fine

Yes the "to print" manual is broken. They said they gonna release a working one with the patch.
