infantry/armored unit Rate Of Fire Limit?

i modified some infantry firearms and AT gun's ROF little bit higher(about 20 ROF more).
there is no any problem until simulating turns. once i doing that, it stopped working.
Is ROF maximum value 11? and what is the actual unit of the ingame ROF?

Mobius may have a better answer to what the units of ROF are, but I believe it represents the max rate of fire over a 40 second period. I think ROF of 11 is supposed to reflect several bursts of automatic weapons fire. I think the code interprets ROF's greater than 11 as rocket fire.

A ROF of 11 means it is automatic fire. This controls the animation and phases that the gun fires.
If you want to have the affect a higher automatic fire increase the infantry kill power numbers. That will not change the animations.
