I just opened as a scenario in the TOAW 4 Editor and it works.

Map scale: 5km per hex
Time scale: Half week per turn
Unit scale: Battalion as primary unit size, Brigade formations
Number of turns: 450 (lot of testing shows avg ending time T.180)
Types of victory: 16 different possible endings
Best played as: All options open; against PO, best as Secessionist
