In the 'calm before the storm' community mod, the german build list is too long to fit in the normal box. Among the items outside the box is subs. I've tried to arrow down and the scroll button on the mouse, neither of which seems to work.
How do I select subs to build?

The latest OpenBeta fixed that issue.

Good good, when will it be posted on steam?

In Steam, double click on SCww2 in your games list, then go to Properties, Betas tab, then opt in to the open beta.

If you're on Steam regularly, subscribe to the SCww2 discussions forum and they have pinned topics, that have all

this info updated reg. From what I've seen, the developers have been very good about responding to questions and

comments on Steam. It tipped the scales for me to go ahead and buy the game.
