Why are all these units at lower than 100% max TOE?

Like it says.
I can see that you might want to intentionally starve some units if there is a manpower shortage or something, but why does the game automatically set some units at 87% and others at 20 (!)?
I can go through and manually set them all to 100% but it is a pain. At least it would be nice if you could 'select all' and set them all with a few clicks instead of spending half an hour doing it one by one.

You can do it in comanders report.

In the commanders report where it says Max TOE% type 100 in there and it will put all units selected at the desired number buddy

Thanks, I figured that out, but it still takes forever, especially for the Russians.
And I wonder why the game automatically sets the TOE lower than 100%? Yes, that should certainly be an option for the player but it shouldn't take place automatically. And it should be transparent. It took me about five games before I figured out why those new Russian divisions were worthless.

newly arriving/rebuilt units have low TOE setting so your active units at the front get priority for replacements.

It would be really helpful to have more filtering options in the Commander's Report.
Filtering by Max ToE% range, Current ToE% range, experience range etc would come really into good use. For the newly arrived understrength unit you could just filter by Max ToE% 10...21% and do whatever you need for all those units, just with few clicks.
I'd just make it possible to give a filter range for all the columns.
