Out-of-Supply for enemy units

Can anyone explain how long it will take after being surrounded until enemy units get out of supply and how it will affect their combat value per turn. For example, at Case White, should I wait until I attack surrounded troops for a few turns to make them considerably weaker or should I attack them directly after being surrounded in the same turn, taking into account that I have a limited time to achieve my goals for the scenario.

Also I miss an easy coloring that shows which enemy units are out of supply and which are not. For example. If I surround enemies during turn 1a and they on their turn opens up the surrounding on their turn 1b, will they be out of supply or not at turn 2a ?

If I remember right, Supply and Readiness declines the turns following the unit being surrounded. I am not sure of the percentage, but Readiness will start to quickly drop. The attacker also gets an attack bonus of course. It is worth waiting a few turns as supply and readiness plummets and then take advantage of that attack bonus and crush them!
