I purchased operation torch expansion, but I cant figure out where to put the files? I put them in my WITW file but it doesnt show up in my scenario list, HELP

You should have downloaded an installer, probably as .zip file
If it's a .zip file you have to unpack it to get an .exe file, then run the .exe file it to install the Torch expansion. Then you need to re-apply the lastest main game update to receive updates for the Torch scenarios.
