Is the Soviet Winter effect different when playing PBEM++ than when playing vs. the AI?

In my few games vs. the AI every Axis unit looses 2 points of strength.

I didn't keep track in my first PBEM game, but in my current one I got the message for the Soviet Winter after the replay and before my turn
Yet it is very clear that some units were unhurt (perhaps morale damage?) and some took only 1 damage.

Are the Germans really supposed to keep right on attacking through the first winter?

So far, I've only been able to spot a single "Soviet Winter Reduces Unit Strength" event. However, the prescribed loss rate varies from zero to two. I would therefore suspect a random result. [8D]

Yes, It's a 0-2 SP loss--random chance. From what I remember of SC2 Assault on Democracy, they have toned down the Russian Winter effects quite a bit in SC3. Maybe too much. I'd like to see the SP loss tied to supply level in some way and possibly have any units that are in low supply have a guaranteed loss of at least one SP. As it stands now, the Axis can over-extend his army in late 1941 without much of a penalty. As a result, I have never seen many game (including when I played the Allies) in which the Russians were able to mount a winter counter-offensive similar to the one they unleashed in the real war.
In game-design terms, I know it's a fine balancing act, but I think they have made things just a little too easy on the Wehrmacht in December 1941.
