In theory its infinite but that is really a bad idea for any command below SHAEF or OKW etc.

The number you need is command capacity, this varies according to the HQ and across the game. The tables you need are on pp. 57-8 of the living manual.

Each division costs 2 command pts and each on map brigade 1 CP (an off map brigade costs nothing).

Basically try not to exceed those levels and its usually a good idea to leave some spare capacity for a given HQ.

If you exceed command capacity you start to quickly degrade the effectiveness of your leaders. As a simple eg, when a corps commander carries out a check (supply, combat, movement etc) the usual chance to pass is their leadership score/10. If they have 1 command point over capacity this becomes score/11.

In general, I'd suggest a good study of the manual about leaders and HQs. There are quite a few rules that directly affect the performance of your combat units.
