This unit was just destroyed on my opponents turn prior to mine.
There was no event that allows for the Soviets to over produce Corps.
Do I have to wait until my next turn before I can build it or is there bug?

How many corps are you fielding?

I had built all of them; but all of them (obviously) were not built before Barbarossa.

Do the units that show up when Russia goes active, count towards the max? This is not like the German case of building a Para early so you have 3 on the map when the limit is 2.

30. I forgot about the Siberians. So maybe I was over the limit.

Scripted units can take you over the limit, so this is one that cannot be rebuilt. I'm afraid it's not something we have a solution too, the only positive slant being that if any others are destroyed in low supply, then once you're below your limit you will be able to rebuild this one.
