JF 41 I had in supply and face up GE 1-3 PARADIV and 2-3 INFDIV. Same turn I also had OOS and facedown stacked together 1-3 PARADIV and 1-5 MOTDIV. In GE force pool is 41 5-3 PARA and in JP force pool is 41 4-3 PARA.

Game didn't give me option to reform either stack into a PARA. Why?

You need a motorized infantry division , not a leg infantry of 2-3

Good point. Also I just re-read the rule and both have to be organized. Thanks, question closed.
