How can you tell when reinforcements come in that they are rebuilt versus newly built units?

You can't, as there is no difference between them when they arrive. It's only at the purchase stage that the difference matters, due to the former being cheaper and quicker.

I never noticed if all reinforcements come in at 50% morale. If so then it does not matter.
