Basic movement question

I'm giving the manual a quick once-through before diving into some tutorials, and I have run into what I think is probably a very elementary question about movement costs.
Quoting from the manual:
"All Land units can cross Canals and Rivers at an additional Movement Cost. The presence of units with an Engineering Capability can reduce this cost, based on their corresponding Minor Ferry Capacity."
So, first things first, I'm consulting the map for the Korea Tutorial and the first thing I notice that throws me is that the rivers are depicted as running down the middle of the hexes, rather than along the hex edges. That begs the first question, which is at what point then would a unit be considered as crossing the river? When they enter the hex? When they leave the hex? Or is this particular scenario at such a scale where river crossing is not modeled?
Secondly, assuming I could determine at what point a given unit is deemed to be making a river crossing, what exactly does the "presence of units with an Engineering Capability" mean in this case? Does the unit with the engineering capability need to be making the river crossing simultaneously with the other units? Or remain stationary in the hex from which the river crossing originated from? Or be already across the river?
