I've read Osito's armor guide (not allowed to post a link) but was not able to find out if reactive rating stack or only rating from 1st armor counts?

at least that's what design screen says, it stack armor rating but reactive rating is constant no matter how much armor I put there.

Is this by design or am I missing something?

I believe that the rating doesn't stack, however stacking armor means that the enemy has to burn through all the layers making ships and stations last longer.
