Question- providing air supply costs MP?

To my knowledge, I have never seen this before. Playing as Russian, vs the AI. I have a division that I moved via sea transport into a port the turn before, that the AI did not capture. The division is cut off, but shows to be in supply if you click on the details. Start of turn, has 10 MP. I airlift in supplies to it, and the MP drops to 7, then 4, then 1. As I airlift in more supplies, MP keeps dropping. I do not see this on any other units I airlift supplies in to. just this one unit. Is this normal?

I have noticed this with German units as well. I always complete their movement, then send supplies.

I have noticed this with soviets in cut off Leningrad, i use airhead supply(jan 42') and unit start losing MPs but it look like random it not happened always.

If idea behind is that unit need to spend some movement(time) to get supply from drop zone( or airfield) to unit it self i support it in principe it is just matter of details(balance) how many points should unit lose..

If you can get the unit there by port then presumably it is still in supply through the port and cannot be captured?

Yes quite normal - represents search costs for air dropped supplies. Note the subtraction of MPs will not go below zero. So airdropping at the end when there are few or no MPs left is a way is reducing this lost movement from airdrops.
