Germany declared war on Persia and the Italian units were not able to move into Persia. They were only able after a German unit had moved into a Persian Hex. Is this correct? Multiplayer game before Russian entered the war.

The easiest way around this, and only because the USSR is not yet at war with both Germany and Italy, is for Italy to also declare war on Persia. The ability for Italy to enter into German controlled territory inside Persia is only because they are cooperative majors, but to fully move into all Persian territory the simplest way to achieve this is by the additional DoW as described.
