Divisions defending invasions

Situation is Allies invading France and without any defending units the Notional is 2 in a clear hex. Allies invading a hex with a 1 strength division the defense is still 2 as only 1 notional is used and its also in the ZOC of a corps.
This maybe caused by the addition of divisions options rule but to be fair it doesn't seem right to be defending a hex with a division and it have no additional effect on the defense.

it is right, by the rules. the zoc +1, is not added then there are land units in the hex

Yes, however should it be like this? No defenders Notional is 2. Div in hex notional is 1.

Yes.
A weak Div and a notional are about the same in combat power. If the Div were worth 2, the defense would be 3, so a strong Div is better than a ZoC. A ZoC means the adjacent corps is able to project the combat power of a weak Div, giving a total defense of 1 + 1, the same as the weak Div plus a notional. And a notional is a bit weaker yet, in that it gives a combat advantage (at least +1, even more if the attacker is a Para) which simulates the lack of coordination among the cooks and bottle washers who are suddenly called upon to make a stand.
Now you might think the adjacent corps would project something in any event, but since there is a "real" combat formation already there (that being the weak Div), that means the commanders within the corps will do the military thing which is:
a) do nothing, (it's usually best)
b) grant more leave to keep the grunts happy
It all makes sense.
