Try the following:
-right click on the game in your steam library, select properties
-go to local files tab
-click browse local files
-delete all files inside the mods/ directory
best wishes,
Vic

Quick question.
Did you upgrade with one of the beta patches available on the forum?
They are not compatible with steam versions of the game, if you are running a steam version.

Fixed it. Took a fresh install of Windows 10. But it worked.
