What the hell??

Okay,
Now I have the following problem In China that make me doubt my own eyes!
Chunking has fallen and China has 4 Nationalist corps coming as reinforcements. I was thinking okay, I'll place two in Kunming this turn, move them out and place the other two there next turn. Create a bit of a tough bastion.
But now I have placed two corps as reinforcements in Kunming, and I can't close the set-up tray!
I know there's two more Chinese Cities all the way west, kashgar and Urumchi, but I don't want to place units there! Any unit placed there will be permanently useless (it 'll take such units about the rest of the game to move to the Chunking area, being OOS no less).
And if there's no more cities left to place reinforcements in, would the set up tray be closed and the remaining reinforcements placed back in production to arrive next turn? I vote to remove kashgar and Urumchi from the map [;)].
