Axis 1940 DOW on Yugo no Greece Diplo movement

In my PBEM game with Ikrananka2, the Axis declared war on Greece in 1940.
The only diplomatic reaction was the USSR swinging 7% towards the Allies.
Unless I'm misreading the event in the Mobilization_1 script, shouldn't Greece have moved 10-15% to the Allies?
The comment says 'REMOVE 1941'
The #TRIGGER= 100, so doesn't that mean it should always happen?
Looking at it and comparing with other DOW events I'm betting that:
#CONDITION= 120 [0] [1]
Should be:
#CONDITION= 120 [1] [1]
