Cant build any, is this intentional?
I lost a fort to surrender, I recaptured next turn but I cant build new artillery to replace the previous unit that surrendered away.

Yes, for now the designers decided not to add those units in the force pool...so you will need to garrison them with field troops... may be later in a patch they can add some. I suggest you post the request on Ageod forum
