Traversing neutral territory

Is it possible to set up a script where a neutral might allow a belligerent to move forces across it's territory for a period of time, either by regular movement or by operating or both?
One such example in history is Sweden allowing a German division to cross it's northern reaches from Norway to Finland.

The short answer is no, you can not even fly over neutral territory. Such events can be scripted however.

Hmmm... I haven't run into that one yet - is it part of the basic game or a mod?

A very interesting event. Since the engine so far can not address any scripted relocation of existing troops, the "crossing" through neutral territory is actually imitated by means of a new recruitment. Will this additional unit be balanced by an allied DE? Or is it so expensive and takes so long in the execution that it's similar to a standard purchase?

This particular event comes at a cost of Swedish diplomatic leaning rather then MPP. The unit is a "freebie" in a sense, drawn from the abstract forces that are holding Norway.
Notes to the decision:
If you select (Yes) to this decision a fully upgraded German division with +1 Experience will arrive at Kemijarvi in Finland. As the decision to transport Axis forces is in conflict with Swedish neutral policy, Sweden will move 4-6% away from the Axis as a result of permitting transport. If you select (No) an additional unit will not appear in Norway.
